Overview
La Crosse County partnered with ISG for the reconstruction and stormwater management of the Health and Human Services parking lot (Lot D).
Opportunity
The La Crosse County Lot D parking lot was distressed and needed to be replaced. The County utilized ISG to investigate the inclusion of sustainable storm water features and recommend options that included cost estimates for construction and maintenance, storm water utility fees, and analysis of the benefits/drawbacks of each.
Solution
ISG provided analysis and cost estimates on Lot D for the La Crosse County Board to consider, preparing three custom-tailored stormwater management systems that would offer long-term, sustainable solutions for their facilities. Armed with the needed information to make an informed decision, the County opted to remove existing parking lot pavement and replace with new standard asphalt and an underground infiltration system. The underground infiltration system provided runoff control and volume reduction for the site along with treatment of pollutants prior to stormwater leaving the site and ultimately flowing to the Mississippi River. Additional services provided by ISG included complete design and construction documents of the preferred system, bidding, and construction observation and administration.
Moreover, ISG assisted the County by completing the application for non-residential stormwater utility fee credits, which resulted in reducing yearly utility fees by 80 percent. ISG provided low maintenance management solutions for La Crosse County, helping meet both financial and sustainability goals.
