Kelly’s combined background as a water/wastewater operator as well as a senior engineer gives him a comprehensive understanding of the dynamic needs of municipalities and other industrial markets. He recognizes the importance of easily operated, maintained, and sustainable water/wastewater infrastructure for small to large communities and industries, taking a disciplined approach in the design of said projects.

Kelly assists a wide variety of clients with creative solutions for their water/wastewater system needs. He has expertise in the planning, grant application, designing, and construction administration of water/wastewater projects with a reputation for smooth project delivery. Kelly is a skilled communicator who enjoys the process of stakeholder engagement and assistance with the acquisition of grants and loans to make client projects a reality.
